can this be used under a corrugated tin roof?

I used this in the loft but was told to leave an air gap. So I used this on the main beams leaving a gap behind, then added rock wool insulation between the second layer. It goes without saying my loft is toasty in winter and feels cool in summer. 
I’d suggest you add batons or some space before putting this on. Single layer will make a big difference, if you add anything else to it then it will make a huge difference

One side looks like aluminium foil, the other is more like a clear membrane. Is there an inside and outside?

hi i have built a shed out 3/2 timber and i have wrapped the foil insulation around the timber and put tongue and groove ship lap in front of it is ok

I presume you refer to the frame as being 3/2 with tongue and groove forming the outer skin of the shed.  I used the vapour barrier affixed to the shed frame between the outer wooden walls and the inner tongue and groove, with great success.  No problems since installed four years ago. .

Can you use this under vinyl click, my subfloor is concrete, want to prevent moisture and keep warm

I don't see why not I think the material it is made from and the insulating quality would do a good job. I have had the vinyl fitted on concrete and put some laminate insulation, maybe both these combined would do even a better job. I used this to insulate my loft, then added a layer rockwool and another later on top, it has worked a real treat.
