What are the measurements of the basket?

This basket is very well made!! It is not a soft side wicker. It been shellacked, and is a hard basket. It is 14” wide, 9. 1/2”high, 10” depth. It does narrow slightly at the top. The cup holder is a great feature, and comes with the canvas liner. Very cute, kind of a vintage look.

how long are straps? need a one 8 inches to adapt to arm of electric wheelchair

I don't believe so. Water can enter the basket through the top as well as through the woven material on the sides. I think it would hold up if it got wet in a light rain, if that's what you're asking, but I wouldn't leave it outside often.

could a small 3lb dog fit?

It has a fixed cup holder so I would be worried that the dog would put their head through the hole and get stuck but other than that, it would fit a Small dog of that size.
