Q: does this have the typical CAI "whistle" at low rpms like most CAI seem to have?

No. This is a K & N system not CAI. No whistle at any RPMs that I can detect.

Q: Does this product require a tune?

Wile installation of the K&N CAI kit doesn't specifically require a tune, you will be significantly increasing air flow to the intake, so a "tune" would be strongly recommended to enjoy the full effect of the change. (While you're at it, you should look into installing a freer flowing exhaust system as well...) "Self" tuners, (do an Amazon search), are relatively inexpensive and well worth it.

Q: can you hear the air being sucked in while driving?

But only while accelerating 50% fast and up you can hear the Intake... wich is great cause not always u wanna make some noise
