Are you supposed to cut off of the smaller parts of this adapter up to the size you need for the hose?

Yes. Pre-fit the two hoses that you are connecting onto the adapter to make sure you are selecting to keep the right size you need. And then cut off the smaller diameter portion.

will this work with a 1/2 in hose to a 3/4 in hose ?

What size tubing fits? The product title says 1/4-1" and then within the product description it says 1/4-3/4.
