yes, and I don't feel it gets all that cold either. I probably would not purchase this again. When cold, it doesn't really shape to your face. And it doesn't stay cold very long, maybe 10 minutes if that. Not much of a nap, and not comfortable for napping. Sorry!

Can i use it over a hot, wet cloth?

I wouldn't do that if I were you. The back of the mask is terry cloth and it will only get wet.

I have never tried heat for puffy eyes. Cold seems to work for me.
