What is stackable about the hamilton beach stack and press 3 cup food chopper?

The chopper itself. It's very easy to assemble. You put the container on the base, put the blade assembly on top, and then the cover. There's no twisting or fitting things together, other than placing the container so the semicircle matches the one on the base. It's equally easy to disassemble and clean. I find myself using it all the time because it's so easy.

Can I use this for smoothie

I have used this to make many smoothies, including with frozen fruit and SMALL pieces of ice! Works VERY good!

Is there a hole in the lid to add liquids during blending?

No, but all you have to do is stop pressing on the top, lift the top and add whatever liquid you like. Then keep chopping. It's not a blender, but it will blend some things, such as eggs. I wouldn't use it for baking or smoothies but it was good for adding eggs to make veggie burgers/fritters.

Can this be used to make puréed baby food?

I have not made baby food. But I have pureed several foods. I do not think you will have any problems.
