Is the bag waterproof or water resistant?

I would say no. It is built well for a stick bag. But it has a regular zipper so water could get it.

How many pairs of sticks can this hold? I'm reading 6 and 12. That's a big difference!

Roughly ten (10) pair of sticks, and that depends on size and type of sticks, timpani mallets have a broader head, 5A is smaller than 5B, brushes etc. I use 5A's also 1 pair of timpani mallets and am able to put 4 pair of 5As in the outer pocket (can't close the flap due to length of sticks) and 5 assorted pairs plus 1 pair of mallets in the inner pockets / storage area that zips close.
