Does this dry like a nail polish?

Yes but not very shiny nor thick. I apply 1 coat on 2 consecutive days after softening and pushing back cuticles. It works well for me and my nails can peel, break etc as they're rather dry. If I'm going out, I put a couple of coats of coloured nail polish on top. Hope that helps.
