Should i buy a liquid cooler for it?

I have the Intel i9 7980xe cpu and it does well with the Noctua NH-15 air cooler with moderate overclocking. The i9 7960x should do well with this Air cooler.

Is this compatiable with Windows 8.1 or does it require Windows 10?

no windows 7 and 8.1 will not run properly on any x299 platform. there have been numerous reports of people running windows 7 and 8.1 but having issues such as updates and various others. the only windows version that will run properly on the x299 platform is windows 10. microsoft told intel to make ALL kabylake and skylake -x processors incompatable with all windows versions prior to windows 10.

is this a skylake chip

While Technically yes, the actual answer is no, because they rebranded all the skylake processors int the X-series of processors. But if you're wanting to know if this is part of the family formally known as Skylake.. Yes it is.

Very high price

This is 4 years old and priced very high compared to 10th and 11th gen cpu. Even 9th gen is cheaper. In this amount less 30k you can end up with 10980xe cpu, if you purchase from right seller. Moreover, I think this 7th gen cpu are not in supported list for windows 11.
