How can it be waterproof/ip rated with a fan(in the picture)?

The back of the unit is sealed. There is no opening behind the fan. It just blows on the heat sinks molded in the chassis which is cast aluminum.

does this have earphone/recording outlet?

This radio has a sterio 3.5mm jack for external speaker. Should work with earphones and recording device

Warranty? mic control no longer works. ptt works, no other buttons respond - just over a month old! junk!?

I just saw in a review that the lock feature is on the front of the radio (blue key icon on "LO" button). The review said to press LO and A/B simultaneously. You may also be able to press the blue "F" (function) button then the "LO" button to lock or unlock the radio. I suspect the lock function is engaged on your radio, and to get full mic function back, you need to disable the lock.
