No they are not. The fuse they plug into is in fact protected, so it is not needed for the relays.

Can it be use on a a/c fan relay

Yes , however this kit is not fool proof. You must check the relay configuration prior to using it. This is a great kit just make sure you refer to th relay schematic usually provided on the side of the relay you want to test to ensure the bypass tool you are installing is pinned correctly or you could let the smoke out of the circuits

Will work on chevy hhr 2006

Yes, the 9038 will work for that vehicle model and year.

I literally just paid for this kit in the first project on my sons car, I had to turn on the A/C compressor in order to fill the system. Swapped the factory relay with the bypass, started the car and flipped the switch then filled the system. Shut the car off and swapped back the relay and all works perfectly. I wish I had this kit years ago, this would have saved me so much time trying to make jumpers and trying to manual start the systems. This is super helpful and worth every penny.
