Would this be a good adhesive for reattaching rubber soles of walking/running shoes? Other glues preferred?

Yes. It would be an excellent choice. I "re-soled" a number of shoes successfully with it.

I'm trying to use it on foam to plastic will it work?

It's going to depend on the composition of the foam, as xylene is the primary solvent and may have a solvent effect on some foams. Most plastics, as the other substrate will tolerate this adhesive. I have found a good general test for surface bonding is to pretest the surfaces with an acetone swab to see if it has any surface penetration (e.g. PVC), which usually indicates a good adhesion bond. In general, pliobond words best on broad surface to surface bonding and as a thin "gasket application" and makes a excellent thread lock.
