Will this work with a usb c cell phone (samsung galaxy s9+)?

Yes, I own a Samsung Galaxy S9+ and use the 3.5 mm connection to plug directly into my phone and tablet to hold calls or to listen to audio (music, podcasts, etc.). The USB-C connector only works for computers. It also works well for dictation.

How long is the usb cable?

The cable is about 42 inches from headset to mute/volume controls and about 38 inches from the controls to the USB-C connector. So about 80 inches total.
