what size of a shank on a lock would i need to put in the holes on the Pelican iM2100 Storm case

I am not sure about how locks are measured... but a standard size padlock works fine... with about 1 in between the lock and the top of the u-shaped bar.

Yes, it has two layers of foam.

Is the foam the cubed pluck-and-pull or does it need to be cut to customize interior?

The one received did have the cubed pluck kind in it.

It does not have a locking mechanism on it. It has holes in which to put your own locks through.
