Q: How many servings in a package?

It depends on how strong you want your tea, and how many pearls you use. Personally, I use 10-15 pearls that I steep 3 different times for 4 minutes each. I probably get 30-40 pots of tea with the small 4oz package.

Q: Instructions on tin say to put the leaves in boiling water for a few n dump the water and brew again. Is this to "bloom" the tea leaves or clean them?

Not to clean tea leaves, but to get the better or purer tea juice from the tea leaves. The assumption is that the tea juice that comes out first may not be as clean or pure as those coming out later in 2nd brewing. There is a Chinese saying in tea culture: "头茶苦，二茶补，三茶喝了胀鼓鼓。“ It literally says that the first batch of tea from brewing tastes bitter, The second is nutritious, and the third just bloats your stomach.

Dont know harvest date. Best by date is 2024.

I have gotten current year tea from tea warehouses in China during October & November. In the warehouses, I see young Asian girls stripping the leaves from the stems and they are getting the tea from large burlap bags that the tea was harvested in. I know the tea is fresh then.
