Q: Has anyone mounted this and gotten results? How can it measure if it's in a fixed position?

If you're referring to ground speed or true speed, while in motion, the app uses geolocation data and measured wind speed to determine ground speed and true speed.

Q: How is wind speed and direction measured if this is mounted/fixed and the wind is 90 degrees to the blades?

The handheld meter should not be in a fixed position. It needs to be positioned into the wind and no more than 15 degrees off-axis. You could attach the meter to a 1/4"-20 threaded mount with a wind vane that allows the meter to rotate into the wind.
